In 1942 The Women Army Corps was established. The WAAC's organization was designed by numerous Army bureaus coordinated by Lt. Col. Gilman C. Mudgett, the first WAC Pre-Planner; however, nearly all of his plans were discarded or greatly modified before going into operation because he expected a corps of only 11,000 women.in 1942, black women enlisted in the WAAC  the first group arrived at Fort Des Moines, Iowa where there were 400 white women and 40 black women. Enlisted women served in segregated units, participated in segregated training, lived in separate quarters, ate at separate tables, and used separate recreational facilities
